Government under the EDPRS2 made commitments to accelerate economic growth and improve social welfare. Infrastructure is one of the key pillars, where energy and 

water utilities play a critical role. The repealed EWSA law provides the foundation for the ongoing reforms in the energy and water sector.

The rationale for EWSA Reform;

 need to improve service delivery in energy and water sector

 expand the service coverage through accelerated investments

 enhance operational efficiency i.e. reduce water and energy losses, increase speed of new connections, billing and collection efficiency

 grant corporate status thus allow quick decisions but demand effective performance from the companies (blend private and public sector resources)

 target service to key productive sectors of the economy

 target subsidies to low income households

By separating Energy and Water operations through creating two companies Rwanda Energy Group, a holding company and Water and Sanitation Corporation,

Government sought to have undivided attention to each sector and thereby be more effective to meet the stated objectives. The Companies started operations after

the handover which took place on Thursday, July 31, 2014.

Creating two subsidiaries under the Energy group - Objective is to focus further

a) Energy Utility Company – focus on operations(supply & distribution of electricity), gain a high level of efficiency 

b) Energy Development Company focuses on developing new energy generation and network expansion projects to meet set targets.
